Joel E. Wood & Associates was commissioned by York Technical College to design the connector road and water mains and gravity sewer lines to serve the Chester Technical Center and future development along the connector road between Hwy 9 and Beltline Road. The project consisted of approximately 6,100 linear feet of roadway, 4,000 linear feet of water distribution line, and 5,000 linear feet of gravity sewer line. The connector road project was designed and built to SCDOT standards and will be taken over by the SCDOT. In order to reduce construction costs as a result of increased asphalt prices, the subgrade was cement treated in order to minimize undercuts and pavement thickness.
JOEL E. WOOD & ASSOCIATES has completed two roadway inventory and capital improvement plans for two private communities within the last seven years that each consisted of roadway systems of at least 15 miles. The two communities were Riverhills in York County, South Carolina and the Leatherwood Mountains Development in Wilkes County, North Carolina. On each of the projects, we inspected roadway and stormdrain systems and rated the roadways based upon the Asphalt Institute’s rating system. Based upon the evaluations, we developed options for roadway improvements and long-term maintenance.

Chester County
Joel E. Wood & Associates was commissioned by Chester County to design and monitor construction activities for the I-77 and SC Highway 9 interchange enhancement. Joel E. Wood & Associates was the lead representative for the project and was responsible for final plans, irrigation, encroachment permits, bidding, coordination with the SCDOT, and construction administration. Since the project budget was limited, we came up with an innovative approach to the project by logging the areas to be cleared and thinned in order to generate additional revenue and minimize clearing costs. Duane F. Christopher was the sub-consultant for the project responsible for the landscape design and layout.
